Community Responsible Area Approach

Activities

SLCF has been advocating for the legal rights of communities to manage their pastoral land and for local governments to support them in this effort. SLCF initiated a process to help protect land rights among 30+ partner communities across Mongolia. 

This process involves delineating and mapping community land, a Community Responsible

Area (CRA), based on traditional resource use and grazing patterns. A CRA is defined as “an area of land dedicated to the protection, maintenance and sustainable use of natural resources, and managed through local communities with legal entities”.

SLCF supports communities in developing their own conservation and natural resource management plans (use of pasture, firewood, water). It also includes support to the communities to secure legal rights over the identified CRA land.

SLCF provides capacity building on land management and works with local herders to increase their tolerance towards predators through various community-based conservation programs, such as Snow Leopard Enterprises, Livestock Insurance Schemes, and Predator-proofing of corrals. In counterpart the community enters into an agreement with SLCF to protect snow leopards and other wildlife in these areas, through actions to reduce threats such as poaching and to promote pro-conservation practices.

A key principle is that communities are fully engaged in the process and implementation. They identify the key components that are relevant to their needs and settings and take ownership of implementation.

Strategies of the CRA approach in 2021-2025

Strategy 1:

Develop CRA regional and local plans with participatory monitoring and evaluation Mechanism

Strategy 2:

Work with communities to develop and implement a CRA pastoral management strategy that supports wild ungulate populations.

Strategy 3:

Work with communities to monitor wildlife populations (snow leopards, ungulates) and illegal activities (presence hunting, traps, ninja mining, etc.) within CRAs

Strategy 4:

Strengthen community cohesion and support systems to build community resilience to climate shocks

Strategy 5:

Build the capacity of herders to develop a locally relevant strategy that focuses on climate change (partners principles trainings, community conservation programs)

Strategy 6:

Collaborate with other organizations to obtain land rights recognition for communities
